SEMS/ICS Compliance The
California
Code of Regulation, Title 19, Division 2
defines and mandates SEMS/ICS compatibility for State and local government.
SEMS (Standardized
Emergency
Management
System) is a process
by which governments (Local, City, County, State, and Federal) coordinate
support for local emergency response. SEMS dictates an orderly escalation
of support through the layers of Governments.
ICS
(Incident
Command
System) is the local
response component of SEMS that describes frontline response
organization.
In
order for the SEMS system to distribute flood fight assets efficiently and
effectively support the RD's flood fight, the RD must be able to plug into
the system by being ICS compliant. The predominant two components of
ICS compliance is: 1) requesting assets through the Operational Area (City
or County OES); and 2) updating the status of the flood fight to
Operational Area at shift change (twice daily). Form
209 is derived
from a national
standard and can be used to document the event and update the Operational Area.
After the flood fight,
the State's share of the
reimbursement to local government is contingent on SEMS/ICS compliance
(§2401). The OES FEAT document titled Public
Assistance Eligibility Guidelines for Floods outlines OES's current
approach to flood fight assistance. To aid in planning and
compliance, the Delta Levees Program has created flood fight
SEMS/ICS forms and an Incident Action Plan (IAP) template.
