Delta Levees Special Projects

The Delta Levees Special Flood Control Projects program provides funds to designated local
agencies in the Sacramento-San Joaquin River Delta for flood control projects and for
related habitat mitigation and net long-term improvement projects. Flood control projects
mainly consist of levee rehabilitation and repair efforts. The program was
established by the California Legislature under SB 34, SB 1065, and AB 360. Since
the inception of the program, over $73.1 million have been provided to local agencies in
the Delta for flood control and related habitat projects.
The Special Flood Control Projects Program presently focuses on flood control projects and
related habitat projects for eight western Delta Islands--Bethel, Bradford, Holland,
Hotchkiss, Jersey, Sherman, Twitchell and Webb Islands--and for the Towns of Thornton and
Walnut Grove. These islands and areas have been the focus of the program to date due
to the legislatively mandated direction of the California Water Commission. The
commission's priorities and direction are elaborated in the report "Actions and
Priorities, California Department of Water Resources, March 1990".
Legislation that established the Special Projects program provides for the inclusion of
areas of the Delta other than those listed above, and the inclusion of certain
levees in the Suisun Marsh. Funding for projects in these "other" areas of the
Delta and the Suisun Marsh must be approved by the California Water Commission in
consideration of program funding limitations and expected public benefits. The
Department is currently developing a priority list for funding possible special flood
control projects throughout the Delta and in portions of the Suisun Marsh.

Senate Bill
34 and Assembly Bill 360 mandated habitat improvement activities to restore
and create diverse aquatic and terrestrial habitats for levee improvement
projects in the Delta. The habitat improvement development strategy will
be a collaborative effort between the Department of Water Resources,
Department of Fish and Game and other agencies in the Sacramento-San
Joaquin River Delta Flood Protection Program. The habitat projects lie
within the jurisdictional Sacramento-San Joaquin River Delta and will
be consistent and complementary with the CALFED Bay Delta Program.
